prerogatives under Article 41,

Section 208 to implement this

provision, provided however

that any authorized job or

position to be filled above the

ceiling of 9,000 approved by the

Board of Public Works shall not

count against the Rule of 500

imposed by the General Assembly.

The establishment of new jobs or

positions of employment not

authorized in the fiscal year

1977 budget shall be subject to

Article 78A, Section 16B(a) and

the Rule of 500. Excess funds

generated as a result of this

ceiling shall be used to offset

the need for the issuance of

an amount of Consolidated

Transportation Bonds during

the fiscal year.

be made available by approved

budget amendment and that no

part thereof shall revert to
