credited on the books of the State Comptroller and expended,
upon approval by the Board of Public Works, for the
following public purposes, including any applicable
architects' and engineers' fees: [[(a) to be expended as
needed by the State, upon approval by the Board of Public
Works in accordance with the provisions of Section 130A of
Article 77 of the Annotated Code of Maryland (1975
Replacement Volume and 1975 Supplement, as from time to time
amended or replaced), for the purpose of financing the
construction of public school buildings and public school
capital improvements in this State]] (a) financing the
construction of public school buildings and public school
capital improvements in this State in accordance with the
provisions of Section 130A of Article 77 of the Annotated
Code of Maryland (1975 Replacement Volume and 1975
Supplement, as from time to time amended or replaced).
(3) There is hereby levied and imposed an annual
State tax on all assessable property in the State in rate
and amount sufficient to pay the principal of and interest
on the bonds as and when due and until paid in full, such
principal to be discharged within fifteen years of the date
of issue of the bonds.
(4) This Act shall take effect June 1, 1976.

(House Bill 900)
AN ACT making appropriations for the support of the State
Government and for the aid of sundry schools and
institutions and for other purposes for the fiscal
years ending June 30, 1977 and June 30, 1976.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That subject to the provisions hereinafter set
forth and subject to the Public General Laws of Maryland
relating to the Budget procedure, the several amounts
hereinafter specified, or so much thereof as shall be
sufficient to accomplish the purposes designated, are hereby
appropriated and authorized to be disbursed for salaries,
wages, technical and special fees and all other expenses for
the departments, boards, commissions and officers of the
State, and to the respective schools and institutions, and
for the several purposes specified for the fiscal year
beginning July 1, 1976, and ending June 30, 1977, as
hereinafter indicated.
SECTION 1A. AND BE IT FURTHER ENACTED, That Figures
