AN ACT concerning
Washington County — Annual Budget
FOR the purpose of requiring that a balanced annual
county budget be submitted to the Board of County
Commissioners of Washington County; and prohibiting
the Board from amending the budget so as to cause
estimated appropriations to exceed estimated
revenues.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new Section [[46]] 8-47 be and it is
hereby added to the Public Local Laws of Washington
County being Article [[8]] 22 of the Public Local Laws of
Maryland (1970 Edition and 1975 Supplement, as amended)
to read as follows:

THE ANNUAL BUDGET FOR WASHINGTON COUNTY, AS
SUBMITTED TO THE BOARD OF COUNTY COMMISSIONERS, SHALL
HAVE A FIGURE FOR THE TOTAL OF ALL PROPOSED
APPROPRIATIONS AND A FIGURE FOR THE TOTAL OF ALL
ESTIMATED REVENUES AVAILABLE TO PAY THE APPROPRIATIONS.
THE FIGURE FOR TOTAL PROPOSED APPROPRIATIONS MAY NOT
EXCEED THE FIGURE FOR TOTAL ESTIMATED REVENUES. THE
BOARD IN AMENDING THE BUDGET BILL MAY NOT CAUSE THE
FIGURE FOR TOTAL PROPOSED APPROPRIATIONS TO EXCEED THE
FIGURE FOR TOTAL ESTIMATED REVENUES, INCLUDING ANY
REVISIONS, AND IN THE BUDGET AS ENACTED THE FIGURE FOR
TOTAL ESTIMATED REVENUES ALWAYS SHALL BE EQUAL TO OR
EXCEED THE FIGURE FOR TOTAL APPROPRIATIONS. THE ONLY
SURPLUS OF UNEXPENDED FUNDS WHICH CAN BE USED TO BALANCE
THE ANNUAL BUDGET IS A SURPLUS CONFIRMED BY AUDIT.
