any or all of the matters or things hereinbefore
mentioned;

SECTION 4. AND BE IT FURTHER ENACTED, That the
power and authority vested in the Mayor and City Council
of Baltimore under the terms and provisions of this Act
shall become operative upon the adoption of the amendment
to the Constitution of Maryland proposed by Chapter

_______ (House Bill _____ ) of the laws of Maryland of

1976 by the qualified voters of the State of Maryland at
the General Election to be held in November, 1976.

SECTION 5. AND BE IT FURTHER ENACTED, That this Act
is declared to be an emergency measure and necessary for
the immediate preservation of the public health and
safety and having been passed by a yea and nay vote
supported by three—fifths of all the members elected to
each of the two Houses of the General Assembly, it shall
take effect from the date of its passage.

(House Bill 1513)

AN ACT concerning

Baltimore City — Aquarium Bond Issue

FOR the purpose of authorizing the Mayor and City Council
of Baltimore to create a debt, and to issue and sell
its certificates of indebtedness as evidence
thereof, to an amount not exceeding Seven Million
Five Hundred Thousand Dollars ($7,500,000.00), the
proceeds derived from the sale of the certificates
of indebtedness to be used for the establishment and
development of an aquarium in the City of Baltimore,
including but not limited to, the acquisition by
purchase, condemnation or any other legal means, of
land or property, or any rights therein in the City
of Baltimore, and constructing and erecting on said
land or property, or on any land or property now or
hereafter owned by the Mayor and City Council of
Baltimore, new buildings, structures, and other
auxiliary facilities; and for equipment for any and
all new facilities authorized to be constructed or
erected by the provisions hereof; and for
architectural or engineering services or surveys,
and any other activities relating to planning for
the purposes above mentioned; and for doing any and
all things necessary, proper or expedient in
connection with or pertaining to any or all of the
