units, structures and facilities needed to properly
illuminate the aforementioned public ways, and for doing
any and all things necessary, proper or expedient in
connection with or pertaining to any or all of the
matters or things herein mentioned.
SECTION 4. AND BE IT FURTHER ENACTED, That this Act
is declared to be an emergency measure and necessary for
the immediate preservation of the public health and
safety and having been passed by a yea and nay vote
supported by three—fifths of all the members elected to
each of the two Houses of the General Assembly, the same
shall take effect from the date of its passage.

FOR the purpose of requiring the Worcester County
Commissioners to advertise employment vacancies; and
requiring any employment application to be in
writing.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new Section 130A be and it is hereby added
to the Public Local Laws of Worcester County being
Article 24 of the Public Local Laws of Maryland (1961
Edition and 1972 Supplement, as amended) to read as
follows:

130A.
THE COUNTY COMMISSIONERS, WHENEVER AUTHORIZED TO
FILL ANY EMPLOYMENT VACANCY, SHALL ADVERTISE THAT VACANCY
ONCE A WEEK FOR TWO WEEKS IN A NEWSPAPER OF GENERAL
CIRCULATION. ALL APPLICATIONS FOR EMPLOYMENT SHALL BE IN
WRITING.
