SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Sections 8-14 and 8-15 of the Public Local
Laws of Frederick County being Article 11 of the Public
Local Laws of Maryland (1959 Edition and 1972 Supplement,
as amended) be and they are hereby repealed.
SECTION 2. AND BE IT FURTHER ENACTED, That Section
8—13 of the Public Local Laws of Frederick County being
Article 11 of the Public Local Laws of Maryland (1959
Edition and 1972 Supplement, as amended) be and it is
hereby repealed and reenacted, with amendments, to read
as follows:
Article 11
8-13.
On or before the first day of August in each year
the county treasurer shall make an alphabetical list by
election districts in their numerical order, of taxes due
July first of the preceding year and now in arrears,
which list shall contain the names of the persons or body
corporate assessed with property upon which taxes are due
and in arrears, a brief description of the property,
certain of identification and the amount of the tax
levied and in arrears, with the interests and costs
accrued, and to accrue thereon, to the day of sale. He
shall notify such person by mail that if such tax is not
paid on or before the second Monday in November next
ensuing, together with the interest accrued thereon and
the proportional costs of notice and fees, he will
proceed at 10:00 A.M. on the second Monday in November,
at the [county courthouse] PUBLIC PLACE IN FREDERICK
COUNTY DESIGNATED IN THE NOTICE, to offer each of such
parcels of land and premises for sale to the highest
bidder for cash, which list and notice shall be published
in at least two newspapers printed and published in the
county once a week for three successive weeks prior to
the second Monday in November.
On the second Monday in November, the county
