8-407.

Every State unit shall recognize the intent of the
Scenic and Wild Fivers Program and take whatever action
is necessary to protect and enhance the scenic and wild
qualities of the designated river. The Department shall
utilize the [wild and] scenic AND WILD rivers system and
all related information to assist and cooperate with any
other State and local unit which exercises jurisdiction
and authority over land use planning and management.

8-1401.

(f) "National pollutant discharge elimination
system" [shall mean] MEANS the national system for the
issuance of permits as designated by the 1972 amendments
to Federal Water Pollution Control Act.

3-1412.

(b) A person aggrieved by an order OR PERMIT
issued [may] DOES not have the right to appeal to the
board of review as provided in Title 1 of this article,
but may obtain immediate judicial review under the
provisions of [§§ 255 and 256 of] Article 41 [of the
Code], §§255 AND 256 and the Maryland Rules of Procedure.

8-1413.

(b)    Notwithstanding subsection (a) of this
section, any person intending to construct, install,
modify, extend, alter, or operate any industrial
commercial or recreational facility or disposal system or
any State—owned treatment facility or any other outlet,
or establishment, the operation of which would result in
or be capable of causing a discharge of pollutants or an
increase in the discharge of pollutants into the waters
of the State, shall obtain a permit from the
Administration. The Administration may require a
discharge permit from any other activity by rule or
regulation.

(c)    After public notice and opportunity for public
hearing, the Administration may issue a permit for the
discharge of any pollutant or combination of pollutants
into [State] THE waters OF THE STATE if the discharge
meets or will meet all applicable State and federal water
quality standards and effluent limitations and all other
requirements of this title.

(h) The Administration, by regulation, order,
permit, or otherwise, may require the owner or operator
of any source of a discharge of pollutants or of any
source which is an industrial user of a publicly owned
treatment works to:

(1) Establish and maintain records;
