Rehabilitation; to provide for penalties for the
destruction of Detention Center property or the
property of another by any person or inmate; to
provide for a work release program for selected
inmates.

Chapter 25

AN ACT to amend Article VI, title "Rent Controls," of
Chapter 29, title "Fair Landlord-Tenant Relations,"
of the Montgomery County Code 1972, as amended, by
repealing and re-enacting, with amendments,
subsection (a) of Section 29-75, title "Operation
and Review of Article", to extend the system of rent
controls in Montgomery County until January 31,
1976.

Chapter 26

AN ACT to add to Chapter 86 of the Montgomery County Code
1972, as amended, entitled "Washington Suburban
Sanitary District," Article 11, entitled "Eminent
Domain," a new subsection 86—2—3, entitled
"Condemnation: 'Advance Taking Alternative' in
Montgomery County," to provide for the Washington
Suburban Sanitary Commission to institute advance
taking actions where land or interests in land is
needed immediately in accordance with the County's
adopted Ten Year Water and Sewerage Plan and adopted
Capital Improvements Program for the construction of
wastewater treatment facilities, including delivery
facilities, or for water supply and sanitary
sewerage projects required for the correction of
immediate health problems, where good faith
negotiations with the owner or owners of land or
interests in land have failed; to require the
Commission to adopt a resolution proposing an
advance taking and stating why that taking is
necessary and to forward the resolution for approval
of the County Executive and County Council; to
prohibit the use of advance taking actions in
certain circumstances; to provide for
recommendations of the County Executive to the
County Council on the resolution and for a public
hearing by the County Council on the resolution
after 30 days notice to the general public and to
the owner or owners of the land or interest in land
which is the subject of the resolution; to provide
for approval or disapproval by either the County
Executive or the County Council and to specify the
basis for approval; to provide for procedures, upon
the approval of the County Executive and the County
