AN ACT concerning
Charles County - Bonds for Water, Sewage
and Solid Waste Disposal Systems and
Solid Waste Acceptance Facilities
FOR the purpose of establishing that upon the abolition
of an authority or district in Charles County
pursuant to law, sanitary districts theretofore
created shall remain special taxing districts;
authorizing and empowering the County Commissioners
of Charles County to issue bonds upon the full faith
and credit of the County to finance water systems,
sewage systems, solid waste disposal systems and
solid waste acceptance facilities, subject to
limitation as to the total outstanding amount of
such bonds relating to a special taxing district;
providing for bond authorizing resolutions of the
County and prescribing the content thereof;
prescribing the form of such bonds and the details
of the sale, issuance and delivery thereof;
establishing the negotiability of such bonds;
providing that such bonds shall be exempt from
State, municipal and county taxation; providing for
the disbursement of the proceeds of the sale of such
bonds; authorizing the issuance of interim,
temporary or replacement bonds and refunding bonds;
and providing for the determining and levying of
connection charges, assessments, service and upkeep
charges, solid waste disposal charges and ad valorem
taxes within such special taxing districts and the
County, and for the application of such charges,
assessments and taxes to the payment of the
principal of and interest on such bonds.

Section 78B(e) through 78B(m), inclusive,
Article 9 - Public Local Laws of Maryland
(1969 Edition and 1975 Supplement, as amended)
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new Sections 788B(e) through 78B(m),
inclusive, be and they are hereby added to the Public
Local Laws of Charles County being Article 9 of the
Public Local Laws of Maryland (1969 Edition and 1975
Supplement, as amended) to read as follows:
Article 9
(E) SPECIAL TAXING DISTRICTS. UPON THE ABOLITION
OF AN AUTHORITY OR DISTRICT AS PROVIDED IN THIS SECTION,
SANITARY DISTRICTS PREVIOUSLY CREATED IN CHARLES COUNTY
PURSUANT TO SECTION 652 OF ARTICLE 43 OF THE ANNOTATED
