quasi—public use) as is conferred upon the Mayor and City
Council of Baltimore or any agency thereof by Chapter 349
of the Acts of the General Assembly of 1904, authorizing
the establishment of the sanitary sewerage and storm
water drainage systems of Baltimore City.

SECTION 5. AND BE IT FURTHER ENACTED, That this Act
is hereby declared to be an emergency measure and
necessary for the immediate preservation of the public
health and safety and having been passed by a yea and nay
vote supported by three—fifths of all the members elected
to each of the two Houses of the General Assembly, the
same shall take effect from the date of its passage.

FOR the purpose of requiring a certain Board to
periodically inspect, on an unannounced basis and at
least a certain number of times a year, hospitals
and related institutions; requiring a certain Board
to report the findings of any inspections to the
General Assembly at a certain time; and clarifying
language.
