Somerset County was not a particular need for full time
kindergarten, but rather as a mechanism to provide
additional general State aid to offset a deficit in
another program. The current expense formula was
designed, after much study, to be a simple uniform one
for fairly distributing State aid to all of the
subdivisions; and I think it unwise to make further
special amendments to it in order to benefit one county.

For these reasons, I have vetoed House Bill 2107.

AN ACT concerning

Montgomery County — Indigent Persons
MC 115-76

FOR the purpose of requiring the State's attorney for
Montgomery County to represent certain indigent
persons in Montgomery County.

Dear Mr. Speaker:

In accordance with Article II, Section 17, of the
Maryland Constitution, I have today vetoed House Bill
2115.

This bill requires the State's Attorney       for

Montgomery County to represent an indigent petitioner   who

seeks to enforce a duty of child support under   the

provisions of the Uniform Reciprocal Enforcement     of
Support Act (Article 89C).

With respect to Montgomery County, this bill is    the

same as Senate Bill 964 which I have today vetoed      in

favor of House Bill 1478, which was enacted by    the

General Assembly and signed by me on May 17, 1976.        For
