Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill
2090.

This bill authorizes certain Anne      Arundel County

alcoholic beverage licensees to   have a    juke box on the

premises, if they obtain a special music      license at a
certain fee.

The original purpose of House Bill 2090 was to
increase the fee for a special entertainment license from
$200 to $500, thus increasing county revenues. During
the legislative process, the bill was amended to delete
this increase. A further amendment then exempted certain
establishments from the present $200 fee, and, as a
result of this amendment, the County would lose
approximately $24,000 in revenue per year.

The sponsor of House Bill 2090 and the Board of
License Commissioners have asked that I veto House Bill
2090 because it does not accomplish the purpose for which
it was intended.

For these reasons, I have decided to veto House Bill
2090.
