House Bill 1197, it is unnecessary for me to sign House
Bill 1197.

House Bill No. 1219 — Baltimore City Police
Department Employees

AN ACT concerning

Baltimore City — Police Department

FOR the purpose of providing that the Police Department
of Baltimore City and members of the Department may
be included within those provisions of the Baltimore
City Code which generally deal with Municipal
Employee Relations.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill
1219.

This bill authorizes the Mayor and City Council of
Baltimore to include the Baltimore City Police Department
and its members within the scope of the City's Municipal
Employee Relations Law (Article 1, Sections 110—125,
Baltimore City Code).

On two prior occasions I have vetoed similar bills,
and the General Assembly overwhelmingly has voted to
sustain both of those vetoes.

On those two earlier occasions (House Bill 1129 of
1973 and House Bill 671 of 1975), I pointed out that
Section 16—2 of the Code of Public Local Laws of
Baltimore City (1969 Edition, being Article 4 of the Code
