VETOES

If the State were to exercise its option under this
bill to provide health insurance benefits to volunteers,
it would be important to know how many people, and what
kinds of people, would have to be included. The fiscal
note prepared on the bill shows no fiscal impact because
the extension of the coverage is optional. However, the
bill intends that such coverage be provided, and, without
some clearer definition of who is, or would be, covered
by it, the decision to extend coverage to one group of
volunteers could well involve a large, unknown, ana
unintended financial obligation.

I have no objection to the purpose of the bill, but
I think its wording must be made more precise in order to
avoid a fiscal trap.

For these reasons, I have vetoed House Bill 1186.

AN ACT concerning

Real Property Assessments — Hearings on Protest

FOR the purpose of generally relating to assessment
protest hearings; and clarifying language.

Dear Mr, Speaker:

In accordance with Article II, Section 17, of the
Maryland Constitution, I have today vetoed House Bill
1196.

This bill authorizes the State Department of
Assessments and Taxation to offer alternate dates and
times for property tax assessment protest hearings and to
hold common—time hearings by block or community where
appropriate.
