House Bill No. 583 — Anatomy Board's Procedures

AN ACT concerning

Anatomy Board — Transportation of Human Specimens

FOR the purpose of requiring the Anatomy Board of

Maryland to distribute cadavers to certain schools;

authorizing the taking or transporting of certain
human specimens outside the State for use at
approved education programs; permitting a certain

medical school under certain circumstances to

receive, send, or transport cadavers outside of the
State; and generally clarifying the language

relating to human specimens; and providing for

certain exceptions.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill
583.

This bill deals with the distribution of human
bodies under the custody and control of the Anatomy Board
of Maryland. The Attorney General has advised me that
the signing of House Sill 583 would raise several
interpretative questions and, in one instance, would
appear to result in at least one unintended change in the
law. A copy of the Opinion of the Attorney General is
attached and should be considered a part of this veto
message.

While House Bill 583 is not clearly unconstitutional
