Many of these animals live in the wetlands, from
which they go forth to forage. The Department can now
implement sensible control measures by permitting the
trapping of these animals on wetlands for limited
periods. Under this bill, that ability would be removed.
Even the owners of private wetlands would be prohibited
from trapping these animals on their own land to protect
crops and livestock.

In summary, the bill would inhibit the Department
from maintaining the natural ecological balance and would
likely result in unnecessary property damage.

For these reasons, I have vetoed House Bill 304.

House Bill No. 450 - Violation of Probation

AN ACT concerning

Probation — Revocation

FOR the purpose of [[permitting a judge to allow credit
for time served on probation prior to revocation of

the probation]] prescribing the period to which a

judge may sentence a person who is placed on

probation and who subsequently is brought before the
court for sentencing or for a violation of the terms
and conditions of probation.

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill

450.

This bill amends Article 27, Section 642 of the Code
for the purpose of permitting a court that has suspended
a sentence and placed a person on probation to impose
less than the full sentence (i.e., to give credit for all
