Senate Bill No. 896 — Public Service Commission
AN ACT concerning
Public Service Commission — Commissioners
FOR the purpose of repealing the present provisions of
law concerning the membership of the Public Service
Commission, their appointment, qualifications,
tenure, removal, and compensation; providing for the
appointment of a certain number of persons as public
service commissioners; providing for their
qualifications, appointment, compensation, tenure,
and removal; providing for a chairman for the
commission; providing for substitute commissioners
and specifying their duties; and generally relating
to the Public Service Commission.

Dear Mr. President:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill
896.
This bill is an Administration measure which
reconstitutes the Public Service Commission with three
full time members and two substitute part time members.
House Bill 1361, which was enacted by the General
Assembly and signed by me on May 17, 1976, is a much more
comprehensive revision of the organization, structure,
and procedures of the Commission, and accomplishes the
objective of this bill.
Since the purpose and basic provisions of Senate
Bill 896 are included within the provisions of House Bill
1361, it is unnecessary for me to sign Senate Bill 895.
