accordance with section (50) of Article II of the
Charter of Baltimore City; establishing a fund by
the Commissioners of Finance; and relating generally
to revenues from motor vehicle parking and to
revenue bonds.

Dear Mr. President:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill
689.

This bill authorizes Baltimore City to borrow,
through revenue bonds, money to improve off street
parking facilities.

House Bill 1585, which was enacted by the General
Assembly and signed by me on April 13, 1976, accomplishes
the same purpose.

Therefore it is unnecessary for me to sign Senate
Bill 689.
