development of an aquarium in the City of Baltimore,
including but not limited to, the acquisition by
purchase, condemnation or any other legal means, of
land or property, or any rights therein in the City
of Baltimore, and constructing and erecting on said
land or property, or on any land or property now or
hereafter owned by the Mayor and City Council of
Baltimore, new buildings, structures, and other
auxiliary facilities; and for equipment for any and
all new facilities authorized to be constructed or
erected by the provisions hereof; and for
architectural or engineering services or surveys,
and any other activities relating to planning for
the purposes above mentioned; and for doing any and
all things necessary, proper or expedient in
connection with or pertaining to any or all of the
matters or things hereinbefore mentioned; provided,
however, that no part of such proceeds shall be used
to pay costs not directly related to and required
for the acquisition, construction or completion of a
specific physical improvement and the initial
equipping thereof; it being the intent of this
provision to limit the use of such proceeds to
capital expenditures and to prohibit their use for
current expenses of the City; authorizing said
municipality to submit an ordinance or ordinances
for said purpose to the legal voters of Baltimore
City; and providing generally for the issuance and
sale of said certificates of indebtedness.

Dear Mr. President;

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill
683.

This bill authorizes Baltimore City to issue bonds
in an amount not exceeding seven million five hundred
thousand dollars to finance construction of an aquarium.

House Bill 1513, which was enacted by the General
Assembly and signed by me on April 13, 1976, accomplishes
the same purpose.

Therefore, it is unnecessary for me to sign Senate
Bill 683.
