RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
the Governor appoint a special oversight body composed of
the Comptroller of the State, the Chancellor of the
University of Maryland Baltimore City Campus, the
Legislative Auditor, a representative of the medical
profession, [[and a citizen-at—large to act in a capacity
similar to the referee—in—bankruptcy—concept]] a member
from each House of the General Assembly, and a
citizen-at—large to work with the Hospital Committee of
the Board of Regents in overseeing the implementation of
the consultant's recommendations; and be it further
RESOLVED, That the Secretary of Budget and Fiscal
Planning serve as Executive Director to this special
oversight body and have as his responsibility monitoring
on a continuing basis the actions being taken and the
progress being made in streamlining the operational,
financial, and management improvements necessary to
obtain maximum levels of productivity and efficiency
consistent with a satisfactory level of health care
delivery; and be it further
RESOLVED, That the special oversight body shall
report to the Legislative Council and to the Board of
Regents, University of Maryland, on or before November 1,
1976, on the progress of cost reduction efforts and the
activities of the special oversight body; and be it
further
RESOLVED, That copies of this Resolution be sent to
the Governor of the State, Comptroller of the Stare, the
President of the University of Maryland, the Chancellor
of the University of Maryland's Baltimore City Campus,
the President of the Senate of Maryland, the Speaker of
the House of Delegates of Maryland, the Legislative
Auditor, and the Secretary of the Department of Budget
and Fiscal Planning.

A Senate Joint Resolution concerning
Employment in the Building Construction Industry
FOR the purpose of urging building contractors to employ
local construction workers.
The General Assembly is cognizant of the fact that
the building construction industry is depressed and that
a number of construction workers are out of work.
