specifications for a State Archives Building (Hall
or Records), included in Item 17.01.00.01 of Section
1 of Chapter 100 of the Acts of 1970, "Board of
Public Works - Capital Appropriations", found on
page 286 of the Acts of 1970, said item designation
number being subsequently changed to 11-23.05.02.71,
as further described in the Maryland state Budget
for the Fiscal Year ending June 30, 1971, under
"Board of Public Works — Capital Appropriation,
Program and Performance", on page 930 of said
budget; Section 10 of Chapter 101 of the Acts of
1970 having been amended by Chapter 229 of the Acts
of 1972 to provide that the time within which the
capital improvement authorized by Section 1 of
Chapter 100 of the Acts of 1970, insofar as that
appropriation includes planning and preparation of
plans and specifications for a State Archives
Building, must be placed under contract to be
extended for an additional period of two years from
June 1, 1972; Section 8 of Chapter 101 of the Acts
of 1970 being hereby modified to the extent that
said work may be undertaken upon satisfactory
assurances to the Board of Public Works that said
project can be completed with the aggregate of the
funds herein and heretofore appropriated for this
purpose. The preliminary plans and specifications
shall be prepared so as to locate this facility at a
site other than the State Office Complex in downtown
