(3) There is hereby levied and imposed an annual
State tax on all assessable property in the State in the
rate and amount sufficient to pay the principal of and
interest on the bonds as and when due and until paid in
full, such principal to be discharged within fifteen
years of the date of issue of the bonds.
(4) All unexpended funds remaining from the
completed projects authorized under this Act shall be
transferred to the Annuity Bond Fund and shall be applied
to the debt service requirements of the State. The
transfer shall be made one year after the date of the
final acceptance of the projects by the State, said date
of final acceptance to be certified in writing to the
Board of Public Works by the Department of General
Services.
(5) Any furniture, fixtures, and/or equipment
authorized to be paid for from the sales of the bonds
authorized by this Act shall be, where possible,
manufactured or produced by the State Use Industries
operated by the Division of Correction of the Department
of Public Safety and Correctional Services, in accordance
with the provisions of Section 681 of Article 27,
Annotated Code of Maryland (1971 Replacement Volume).
(6) Except as otherwise provided in this Act, no
