Hagerstown (Washington County):
Construction of Phase II of the
Medium Security Housing Unit,
originally included in the plans
for the Training Center, pro-
vided that the approval of ex-
penditures pursuant to this
appropriation shall be authorized
and disbursed only upon and after
acceptance, by the Department of
State Planning and the Department
of General Services, of the master
plan relative to the prison popu-
lation problem and proposed solu-
tions regarding prison facilities
which has been developed by the
Department of Public Safety and
Correctional Services.
