payable to said Commission from any source whatsoever.
All moneys deposited shall be protected by a depository
bond, or by such other securities as may be approved by
the said Commission. The Secretary-Treasurer shall give
bond to the State of Maryland to the amount of $25,000.00
or such greater amount as the County Commissioners may
prescribe with a good and sufficient surety to be
approved by the said Commissioners, with the condition
"that if the above bounden........ shall well and
faithfully execute his office and shall account to the
said Commission for all moneys which he shall receive for
account of the Commission, or be answerable for by law,
then the said obligation to be void, otherwise to be and
remain in full force and effect." The said bond, when
approved, shall be recorded in the office of the Clerk, of
the Circuit Court for St. Mary's County; and the person
so appointed, before entering upon the duties of his
office shall take an oath before the Cleric of the Circuit
Court for said County, in form similar to that taken by
collectors of taxes, except as to the title of the
office. The Commission is hereby empowered to pay the
premiums on all bonds. All checks issued by said
Commission shall be countersigned by the Chairman. The
said Commission shall annually have its accounts audited
by a certified public accountant, to be selected by and
paid by the County Commissioners. The Sanitary
Commission shall publish annually a statement of its
revenue and expenditures in a newspaper published in said
county. ]
(A) COMMISSION. FOR THE PURPOSE OF CARRYING OUT
THE PROVISIONS OF THIS SUBTITLE, THE SANITARY DISTRICTS
CREATED ARE UNDER THE JURISDICTION OF A COMMISSION OF
SEVEN PERSONS. EACH MEMBER OF THE COMMISSION SHALL BE
APPOINTED BY THE BOARD OF COUNTY COMMISSIONERS OF ST.
MARY'S COUNTY AS FOLLOWS: ONE MEMBER FROM EACH OF THE
FIRST, THIRD, SIXTH, SEVENTH AND EIGHTH ELECTION
DISTRICTS, ONE MEMBER FROM THE SECOND AND NINTH ELECTION
DISTRICTS, AND ONE MEMBER FROM THE FOURTH AND FIFTH
ELECTION DISTRICTS. EACH MEMBER SHALL RESIDE IN THE
ELECTION DISTRICT HE REPRESENTS, BE A RESIDENT TAXPAYER
OF THE COUNTY, AND BE A QUALIFIED VOTER. THE MEMBERS OF
THE COMMISSION SHALL BE APPOINTED FOR A THREE YEAR TERM
AND SHALL SERVE UNTIL THEIR SUCCESSORS ARE APPOINTED AND
HAVE QUALIFIED. THOSE PERSONS SERVING AS MEMBERS OF THE
COMMISSION IMMEDIATELY PRIOR TO JUNE 1, 1976, SHALL
CONTINUE TO SERVE IN THEIR RESPECTIVE POSITIONS UNTIL THE
EXPIRATION OF THEIR TERMS. AS THE TERM OF EACH
COMMISSIONER EXPIRES, HIS SUCCESSOR SHALL BE APPOINTED BY
THE BOARD OF COUNTY COMMISSIONERS OF ST. MARY'S COUNTY.
ANY VACANCY IN THE MEMBERSHIP OF THE COMMISSION SHALL BE
FILLED BY APPOINTMENT BY THE BOARD OF COUNTY
COMMISSIONERS OF ST. MARY'S COUNTY FOR THE UNEXPIRED
TERM.
(B) LIAISON. THE BOARD OF COUNTY COMMISSIONERS OF
ST. MARY'S COUNTY SHALL APPOINT, FROM TIME TO TIME, FROM
AMONG ITS MEMBERS A REPRESENTATIVE OF THE BOARD OF
