Annotated Code of Maryland
(1969 Replacement Volume and 1975 Supplement)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new Sections 17A-1 through [[17A-4]] 17A-3
be and they are hereby added to Article 88A — Social
Services Administration, of the Annotated Code of
Maryland (1969 Replacement Volume and 1975 Supplement) to
read as follows:

Article 88A — Social Services Administration

[[17A-1.

EMPLOYABLE RECIPIENTS OF PUBLIC ASSISTANCE, WHO DO
NOT HAVE REGULAR FULL-TIME EMPLOYMENT, MUST RECEIVE THEIR
BENEFITS IN PERSON AT THE LOCAL OFFICE OF THE DEPARTMENT
OF SOCIAL SERVICES.]]

[[17A-2.]] 17A-1.

(A)    GENERAL PUBLIC ASSISTANCE BENEFITS SHALL NOT
BE GIVEN TO AN EMPLOYABLE PERSON WHO HAS NOT REGISTERED
WITH THE LOCAL OFFICE OF EMPLOYMENT SECURITY OR HAS
REFUSED AFTER JOB COUNSELING TO ACCEPT [[EMPLOYMENT IN
WHICH HE IS ABLE TO ENGAGE]] A SUITABLE PLACEMENT.

(B)    A PERSON SHALL BE DEEMED TO HAVE REFUSED TO
ACCEPT [[EMPLOYMENT]] A PLACEMENT IF HE: (I) FAILS TO
OBTAIN AND FILE WITH THE LOCAL OFFICE OF SOCIAL SERVICES
[[AT LEAST]] [[SEMI-MONTHLY]] MONTHLY A NEW CERTIFICATE
FROM THE LOCAL EMPLOYMENT SECURITY OFFICE STATING THAT
SUCH EMPLOYMENT OFFICE HAS NO ORDER FOR AN OPENING IN
PART-TIME, FULL-TIME, TEMPORARY OR PERMANENT EMPLOYMENT
IN WHICH THE APPLICANT IS ABLE TO ENGAGE; OR (II)
WILLFULLY FAILS TO REPORT FOR [[AN INTERVIEW]] THREE

CONSECUTIVE INTERVIEWS WITHOUT GOOD CAUSE AT AN

EMPLOYMENT SECURITY OFFICE WITH RESPECT TO EMPLOYMENT
WHEN REQUESTED TO DO SO BY SUCH OFFICE; OR (III)
WILLFULLY FAILS TO REPORT TO SUCH OFFICE THE RESULT OF A
REFERRAL TO EMPLOYMENT; OR (IV) WILLFULLY FAILS TO REPORT
FOR EMPLOYMENT.

SUCH WILLFUL FAILURES OR REFUSALS AS ABOVE LISTED
SHALL BE REPORTED [[IMMEDIATELY]] WITHIN 30 DAYS TO THE
LOCAL SOCIAL SERVICES OFFICE BY THE EMPLOYMENT OFFICE.

[[(C) ANY RECIPIENT OF PUBLIC ASSISTANCE WHO
REFUSES ASSIGNMENT FOR WORK, AND, AFTER A FAIR HEARING,
CANNOT SHOW EVIDENCE WHICH WOULD MILITATE AGAINST SUCH
