officers or directors of the corporation, at least one
stockholder may make the application as provided in this
section, if there is an affirmative vote of the
stockholders holding a majority of the stock.

SECTION 2. AND BE IT FURTHER ENACTED, That new
Sections 52A (c) and (d) be and they are hereby added to
Article 2B - Alcoholic Beverages, of the Annotated Code
of Maryland (1968 Replacement Volume and 1975 Supplement)
to read as follows;

Article 2B - Alcoholic Beverages

52A.

(C)    IN HARFORD COUNTY, A PERSON, FRANCHISER,
FRANCHISEE, CHAIN STORE OPERATION, PARTNERSHIP, FIRM OR
CORPORATION MAY NOT HAVE INTEREST IN MORE THAN ONE
LICENSE, WHETHER HELD OR CONTROLLED BY DIRECT OR INDIRECT
OWNERSHIP, BY FRANCHISE OPERATION, BY STOCK OWNERSHIP,
INTERLOCKING DIRECTORS OR INTERLOCKING STOCK OWNERSHIP,
OR IN ANY OTHER MANNER, DIRECTLY OR INDIRECTLY. IT IS
THE INTENTION OF THIS SECTION TO PROHIBIT ANY PERSON,
FRANCHISER, FRANCHISEE, CHAIN STORE OPERATION, FIRM,
PARTNERSHIP OR CORPORATION FROM HAVING ANY INTEREST,
DIRECTLY OR INDIRECTLY, IN MORE THAN ONE LICENSE. THIS
SECTION DOES NOT APPLY TO LICENSES ISSUED UNDER THE
PROVISIONS OF §25 OR TO CLUB LICENSES.

(D)    IN HARFORD COUNTY AN ALCOHOLIC BEVERAGE
LICENSE WITH AN OFF SALE PRIVILEGE OF ANY CLASS, EXCEPT
BY WAY OF RENEWAL, MAY NOT BE TRANSFERRED OR ISSUED TO
ANY BUSINESS ESTABLISHMENT OF THE TYPE COMMONLY KNOWN AS
CHAIN STORES, SUPERMARKETS, DISCOUNT HOUSES OR THEIR
FRANCHISORS, AND FRANCHISEES OF CONCESSIONAIRES. THOSE
ESTABLISHMENTS HOLDING AN ALCOHOLIC BEVERAGE LICENSE AT
THE TIME OF ENACTMENT OF THIS SECTION MAY CONTINUE TO
HOLD THAT LICENSE.

SECTION 3. AND BE IT FURTHER ENACTED, That Sections
57(g), 63(m)(3), 88(b), 99, 134(d), 159(c), (j) and (k) ,
and 163(i)(3) of Article 2B — Alcoholic Beverages, of the
Annotated Code of Maryland (1968 Replacement Volume and
1975 Supplement) be and they are hereby repealed and
reenacted, with amendments, to read as follows:

Article 2B - Alcoholic Beverages

57.

(g) In Harford County, [in Harford County,] an
applicant for an alcoholic beverage license shall be a
bona fide resident AT THE TIME OF FILING THE APPLICATION
AND SHALL REMAIN A RESIDENT AS LONG AS THE LICENSE IS IN
EFFECT, but does not have to be a registered voter.
