SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 159(c) of Article 2B - Alcoholic
Beverages, of the Annotated Code of Maryland (1968
Replacement Volume and 1975 Supplement) be and it is
hereby repealed and reenacted, with amendments, to read
as follows:

(c) The members of the respective boards shall be
appointed by the Governor with the advice and consent of
the Senate. [Provided, that] HOWEVER, in Somerset County
they shall be appointed by the Governor. In Harford
County they shall be appointed by the Board of County
Commissioners. In Garrett County, the members of the
board shall be appointed by the Governor. He shall
