(4) MEETS THE OTHER REQUIREMENTS DETERMINED
BY THE ADMINISTRATION.
SECTION 2. AND BE IT FURTHER ENACTED, That Section
58 of Article 88A — Social Services Administration, of
the Annotated Code of Maryland (1969 Replacement Volume
and 1975 Supplement) be and it is hereby repealed:

No person shall make any charge or receive any fee
for representing an applicant or recipient of assistance
to dependent children in any proceeding hereunder, except
as to criminal proceedings brought pursuant to the
provisions of this subtitle, or with respect to any
applications, whether such fee or charge be paid by the
applicant or recipient or any other person.]
SECTION 3. AND BE IT FURTHER ENACTED, That Section
60 of Article 88A — Social Services Administration, of
the Annotated Code of Maryland (1969 Replacement Volume
and 1975 Supplement) be and it is hereby renumbered to be
Section 58.
SECTION 4. AND BE IT FURTHER ENACTED, That new
Section 59 to be under the new subtitle "Child Support
Enforcement" be and it is hereby added to Article 88A -
Social Services Administration, of the Annotated Code of
Maryland (1969 Replacement Volume and 1975 Supplement) to
read as follows:
Article 88A — Social Services Administration
CHILD SUPPORT ENFORCEMENT
59.
(A) THERE IS A DIVISION OF CHILD SUPPORT
ENFORCEMENT IN THE SOCIAL SERVICES ADMINISTRATION.
(B) (1) THE DIVISION SHALL IMPLEMENT THROUGHOUT
THE STATE A PROGRAM TO RECOVER CHILD SUPPORT PAYMENTS
FROM ABSENT PARENTS OF CHILDREN WHO RECEIVE AID TO
FAMILIES WITH DEPENDENT CHILDREN.
(2) THE RESPONSIBILITIES OF THE DIVISION
SHALL INCLUDE:
(I) ACCEPTANCE OF ASSIGNMENTS OF
RIGHTS, TITLE, OR INTEREST IN SUPPORT MADE;
(II) LOCATION OF ABSENT PARENTS;
(III) DETERMINATION OF THE ABILITY OF
ABSENT PARENTS TO CONTRIBUTE TOWARD CHILD SUPPORT;
