AN ACT concerning
Higher Education — Eminent Scholar Program
FOR the purpose of setting up an eminent scholar program
which would provide a participating institution the
opportunity to attract and retain professors and
associate professors through a supplemental fund,
which may be matched by the State in the budget
above the normal funding for salaries, but separate;
providing that each chair endowed shall be endowed
for the entire period of incumbency; providing the
criteria for selection of qualified persons be set
up by the institution's governing body with certain
enumerated minimum standards.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new Section 64B be end it is hereby added
to Article 77A - Higher Education,- of the Annotated Code
of Maryland (1975 Replacement Volume and 1975 Supplement)
to read as follows:
Article 77A — Higher Education
64B.
(A) THE GENERAL PURPOSE OF THE EMINENT SCHOLAR
PROGRAM IS TO AFFORD PUBLIC INSTITUTIONS OF HIGHER
EDUCATION THE OPPORTUNITY TO ATTRACT AND RETAIN
PROFESSORS OR ASSOCIATE PROFESSORS WHO HAVE ACHIEVED
NATIONAL EMINENCE IN THEIR DISCIPLINES. THE AWARDS SHALL
BE IN CONJUNCTION WITH, AND SUPPLEMENTAL TO, THE REGULAR
FACULTY SALARY FUNDING.
(B) EVERY PUBLIC INSTITUTION OF HIGHER EDUCATION
DESIRING TO PARTICIPATE IN THE PROGRAM SHALL BE GUIDED BY
STANDARDS, PROCEDURES AND CRITERIA, SET BY THE GOVERNING
BODY OF THE INSTITUTION, FOR ATTRACTING AND RETAINING
EMINENT SCHOLARS WITHIN THE STATE OF MARYLAND.
THE GOVERNING BODY SHALL INCLUDE WITHIN ITS CRITERIA
FOR THE APPOINTMENT OF AN EMINENT SCHOLAR THE FOLLOWING
CONCEPTS:
(1) THE APPOINTEE SHALL HOLD THE RANK OF
ASSOCIATE OR FULL PROFESSOR, OR ITS EQUIVALENT, SUCH AS
ARTIST IN RESIDENCE;
