AN ACT concerning

Strip Mining

FOR the purpose of providing for establishment of a
revolving account within the Bituminous Coal
Open—Pit Mining Reclamation Fund for loans to owners
of orphaned lands for reclamation project; providing
for [[applicaions]] applications for loans;
providing for a schedule of priorities for
construction of approved loans; providing for
repayment of loans and specifying that the loans
constitute a [[first]] lien on the benefited
property; requiring recordation of loan agreements;
defining certain terms; and generally relating to
loans for reclamation of orphaned land.
