(A) BY NOVEMBER 1, 1978, EVERY SUBDIVISION SHALL (1) THE AVAILABILITY OF ALTERNATE LOCATIONS (2) THE PERMANENCY OF THE USE; (3) THE EFFECT OF THE USE ON PLANNED (4) WHETHER THE AREA IS AN AREA OF TIDAL OR (5) GOOD HUSBANDRY PRACTICES COMMON TO (6) ANY OTHER FACTOR CONSISTENT WITH THE (B) IN AUTHORIZING A USE WITHIN AN INTERIM FLOOD |
