revenue bonds issued for the Expressway as hereinafter
authorized.

(d)   The word "bonds" or the words "revenue bonds"
shall mean revenue bonds authorized under the provisions
of this subheading.

(e)   The word "owner" shall include all individuals,
copartnerships, associations or corporations having any
title or interest in any property rights, franchises,
easements and interests authorized to be acquired by this
subheading.

§4. [§ 144.] General grant of powers.

The Commission is hereby authorized and empowered:

(a)    To construct, maintain, repair and operate the
Northeastern Expressway or any part or parts thereof as
it may determine;

(b)    To determine, in its discretion and without
reference to any other provisions of this subheading or
any other law, the design standards and the materials of
construction;

(c)   To issue revenue bonds of the State, payable
solely from the tolls and revenues pledged for their
payment, and to refund bonds, all as provided in this
subheading;

(d)    To fix and revise from time to time and charge
and collect tolls for transit over the Northeastern
Expressway;

(e)    To establish rules and regulations for the use
of the Northeastern Expressway;

(f)   To acquire, hold and dispose of real and
personal property in the exercise of its powers and the
performance of its duties under this subheading;

(g)   To acquire in the name of the State by purchase
or otherwise, on such terms and conditions and in such
manner as it may deem proper, or by the exercise of the
right of condemnation in the manner hereinafter provided
or referred to, such public or private lands, including
public parks, playgrounds or reservations, cemeteries, or
parts thereof or rights therein, rights—of—way, property,
rights, franchises, easements and interests, as it may
deem necessary for carrying out the provisions of this
subheading; provided, however, that no compensation shall
be paid for public lands, playgrounds, parks, parkways or
reservations owned by the State of Maryland so taken, and
that all public property damaged in carrying out the
powers granted by this subheading shall be restored or
repaired and placed in its original condition as nearly
as practicable;

(h) To designate the locations, and establish,
limit and control such points of ingress to and egress
from the Expressway as may be necessary or desirable in
the judgment of the Commission to insure the proper
operation and maintenance of the Expressway, and to
prohibit entrance to the Expressway from any point or
points not so designated;

(i) To make and enter into all contracts and
agreements necessary or incidental to the performance of
