issued by an authority to aid in financing a housing
project to provide dwelling accommodations for persons of
low income shall be conclusively deemed, in any suit,
action or proceeding involving the validity or
enforceability of such bond or the security therefor, to
have been issued for a housing project of such character.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1976.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 6B (b) of Article 44B - Housing
Cooperation and Aid, of the Annotated Code of Maryland
(1971 Replacement Volume and 1975 Supplement) be and it
is hereby repealed and reenacted, with amendments, to
read as follows:

(d) Within the area of operation of the housing
authority of Baltimore City, the State public body shall
have the powers enumerated in this article to aid and
cooperate with the housing authority of Baltimore City in
the planning, undertaking, construction or operation of
housing or housing projects for persons of eligible
income. For purposes of this section, the phrase
"persons of eligible income" shall mean persons who
