AN ACT concerning

Alcohol Education Program

FOR the purpose of requiring the implementation of a
program of health education dealing with abuse of
alcohol.

BY [[repealing and reenacting, with amendments,]] adding

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, [[That Section 88A of Article 77 - Public
Education, of the Annotated Code of Maryland (1975
Replacement Volume and 1975 Supplement) be and it is
hereby repealed and reenacted, with amendments, to read
as follows:]] That new section 88B be and it is hereby

added to Article 77 — Public Education, of the Annotated

Code of Maryland (1975 Replacement Volume and 1975

Supplement), to read as follows:

Article 77 - Public Education

[[88A.

The State Board of Education shall develop and
implement a program of [drug] HEALTH education,
SPECIFICALLY DEALING WITH ABUSE OF ALCOHOL, TO BE
IMPLEMENTED NO LATER THAN THE FALL OF 1978 in [the] ALL
public PRIMARY schools PRIOR TO THE SIXTH GRADE. The
program shall be [instituted prior to the sixth grade in
all public schools as soon as practicable] TAUGHT by
instructors who have been [trained in the field of drug
education.] ESPECIALLY TRAINED TO TEACH AN ALCOHOL ABUSE
EDUCATION PROGRAM. The State Board of Education shall
establish criteria for determining how a teacher may be
deemed to be "trained in the field of [drug education]
ALCOHOL ABUSE EDUCATION" for purposes of this section.
Such programs shall be coordinated with [other] State
agencies SPECIFICALLY responsible for [drug] ALCOHOL
abuse education and control.]]

88B.

THE STATE BOARD OF EDUCATION SHALL DEVELOP AND

IMPLEMENT A PROGRAM OF HEALTH__EDUCATION,__SPECIFICALLY

DEALING WITH ABUSE OF ALCOHOL, WHICH MAY BE INCLUDED IN

THE PROGRAM OF DRUG EDUCATION AS PROVIDED IN SECTION 88A
OF THIS ARTICLE, TO BE IMPLEMENTED NO LATER THAN THE FALL

OF 1978 [[IN ALL SCHOOLS BEGINNING IN THE FOURTH GRADE.

THE PROGRAM SHALL BE TAUGHT BY INSTRUCTORS WHO HAVE BEEN
