AN ACT concerning
Designation of Official State Agencies
FOR the purpose of requiring the Governor to advise the
General Assembly when he designates an agency as an
official State agency in order to participate in a
Federal program and providing for the publication of
the designation in the Maryland Register.
BY repealing and reenacting, with amendments,
Article 41 — Governor—Executive and
Administrative Departments

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 15C of Article 41
Governor—Executive and Administrative Departments, of the
Annotated Code of Maryland (1971 Replacement Volume and
1975 Supplement) be and it is hereby repealed and
reenacted, with amendments, to read as follows:
Article 41 — Governor-Executive and
Administrative Departments
15C.
(A) The Governor, as chief executive officer of
the State government, shall be responsible for the
continuing review of executive organization. He shall
propose, approve, and order not inconsistent with the law
such reorganization as he may deem necessary and
desirable. He shall be responsible for the organization
of the principal departments and for the transfer of
departments, agencies, other units of State government
programs, services, and responsibilities between and
among such departments. The Governor shall recommend to
