AN ACT concerning
Public Officers — Extra Compensation
FOR the purpose of providing that the salary or
compensation of a [[public officer whose term of
office as fixed by law exceeds a certain number of
years,]] [[member of the__Workmen's Compensation
Commission]] public officer whose term of office as
fixed by law exceeds a certain number of years, may
be increased or diminished; and submitting this
amendment to the qualified voters of the State of
Maryland for their adoption or rejection.
BY proposing an amendment to the Constitution of Maryland
Article III — Legislative Department
Section 35
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, (Three—fifths of all the members elected to
each of the two Houses concurring), That the following be
and the same is hereby proposed as an amendment to
Section 35 of Article III — Legislative Department, of
the Constitution of Maryland, the same, if adopted by the
legally qualified voters of the State, as herein
provided, to become a part of the Constitution of
Maryland:

No extra compensation shall be granted or allowed by
the General Assembly to any public Officer, Agent,
Servant or Contractor, after the service shall have been
rendered, or the contract entered into; nor shall the
salary or compensation of any public officer[[, EXCEPT
FOR MEMBERS OF THE WORKMEN'S COMPENSATION COMMISSION,]]
be increased or diminished during his term of office
[[EXCEPT THOSE WHOSE FULL TERM OF OFFICE IS FIXED BY LAW
IN EXCESS OF TEN YEARS]] EXCEPT THOSE WHOSE FULL TERM OF
OFFICE IS FIXED BY LAW IN EXCESS OF EIGHT YEARS .
Provided, however, from and after January 1, 1956, for
services rendered after that date, that the salary or
compensation of any appointed public officer of the Mayor
and City Council of Baltimore may be increased or
diminished at any time during his term of office; except
that as to officers in the Classified City Service, when
the salary of any appointed public officer of the Mayor
and City Council of Baltimore shall be so increased or
decreased, it shall not again be increased or decreased,
