11.

(a)    There is a board of trustees of the State
colleges which shall exercise direction and control of
[the public colleges of the State: State Teachers College
at] Bowie STATE COLLEGE, Coppin State [Teachers] College
[in Baltimore City, State Teachers College at], Frostburg
STATE COLLEGE, [State Teachers College at] Salisbury
STATE COLLEGE, [State Teachers College at] Towson STATE
COLLEGE, the University of Baltimore, and any other State
college offering a four—year course of study that may be
established[ , with the exception of the]. THE University
of Baltimore [which] is designated as an upper division
academic institution. [Each "State teachers college"
shall be officially known and referred to as "State
college."]

(b)  The board of trustees shall consist of [10] 11
members, [[OF WHOM TEN]] ALL OF WHOM SHALL BE citizens of
the State [who shall be] appointed by the Governor[ , and
including the State Superintendent of Schools who shall
serve ex officio with full power to vote on any matter
before the board]. One of the members shall be a student
WHO IS 18 YEARS OF AGE OR OLDER AND A FULL-TIME
UNDERGRADUATE IN GOOD ACADEMIC STANDING at a State
college. The student shall be appointed for a term of
one year, commencing on July 1. In the first year of
student membership the student member shall be chosen
from the first chartered State college. In the second
term of student membership the student shall be chosen
from the second chartered State college. In the third
term of student membership the student shall be chosen
from the third chartered State college. This system of
rotation shall continue until all State colleges have
been represented. When all State colleges have been
represented, the rotation system shall be repeated.

(c)    [Of the 8 nonstudent appointive members of the
board, one shall hold office until the first Monday of
June, 1965, and the others shall hold office until the
first Monday of June, 1966, 1967, 1968, 1969, 1970, 1971,
and 1972, respectively; and, as the term of a member
expires, his successor shall be appointed for a term of 9
years from the first Monday of June in the year of his
appointment. Each member shall serve until his successor
qualifies.] THE INCUMBENT PUBLIC MEMBERS OF THE BOARD AS
OF JUNE 30, 1976, SHALL SERVE UNTIL THE EXPIRATION OF
THEIR RESPECTIVE TERMS. THEREAFTER, AND WITH RESPECT TO
THE PUBLIC MEMBER ADDED TO REPLACE THE STATE
SUPERINTENDENT OF SCHOOLS, THE TERM OF MEMBERSHIP IS FIVE
YEARS. In case of any vacancy, the Governor shall appoint
a successor for the unexpired term. The members of the
board of trustees shall be appointed solely because of
their character and fitness, their interest in the cause
of public higher education, and their knowledge of its
problems; but no member, except the student member, shall
be appointed to the board who is in any way subject to
its authority. Nonstudent members of the board shall be
