AN ACT concerning
State Documents Law
FOR the purpose of clarifying the provisions of the State
Documents Law with respect to the effective date of
documents.
BY repealing and reenacting, with amendments,
Article 41 — Governor — Executive and Administrative
Departments
Section 256—O
Annotated Code of Maryland
(1971 Replacement Volume and 1975 Supplement)
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 256-O of Article 41 - Governor -
Executive and Administrative Departments, of the
Annotated Code of Maryland (1971 Replacement Volume and
1975 Supplement) be and it is hereby repealed and
reenacted, with amendments, to read as follows:
Article 41 — Governor — Executive and Administrative
Departments
256-0.
(a) [Except as provided in subsection (b) or
unless otherwise provided by law, any document, other
than the synopsis of laws published under this subtitle,
is effective when] THE EFFECTIVE DATE OF ANY RULE IS THE
ISSUE DATE OF the Register or permanent supplement
[containing it is deposited in the United States mail for
distribution] IN WHICH NOTICE OF FINAL ADOPTION IS
PUBLISHED unless THE RULE SPECIFIES a later date [is
established in the document]. The issue date of the
Register or permanent supplement [shall be] IS the date
of ITS deposit IN THE UNITED STATES MAIL FOR DISTRIBUTION
and shall be printed prominently on the first page of
each issue.
(b) [This section does not apply to] THE EFFECTIVE
DATE OF executive orders, court rules, administrative
regulations promulgated by the Chief Judge of the
District Court, administrative memoranda, [or]
