than average for his or her age by reason of poor health,
said court may adjust such value accordingly. The tax
so ascertained shall be paid within thirty days from the
date of such determination and shall be and remain a lien
upon such interest for a period of four years after the
date of death of the decedent, in the case of real
estate, or from the date of distribution, in the case of
personalty. From any order or determination of the
orphans' court, or any other court having jurisdiction,
[and] AN appeal shall lie to the Court of SPECIAL Appeals
by the register of wills on behalf of the State, or by
any person in interest, to the same extent and in the
same time and manner as from other orders of the orphans'
court.

SECTION 21. AND BE IT FURTHER ENACTED, That Section
160 of Article 83 — Sales and Notices, of the Annotated
Code of Maryland (1975 Replacement Volume and 1975
Supplement) be and it is hereby repealed and reenacted,
with amendments, to read as follows:

Article 83 - Sales and Notices

160.

Any person aggrieved by a refusal, suspension or
revocation of license by the Commissioner, may appeal to
the circuit court for the county where the business was
or was to be carried on, or to any common law court in
Baltimore City. The case shall be tried de novo and the
court may reverse, affirm or modify the order of the
Commissioner. The Commissioner may suspend the order
appealed from pending the determination of such appeal.

The Commissioner or the person aggrieved may appeal
from the judgment of the court to the Court of SPECIAL
Appeals.

SECTION 22. AND BE IT FURTHER ENACTED, That Section
14 of Article 85A - Sedition and Subversive Activities,
of the Annotated Code of Maryland (1969 Replacement
Volume and 1975 Supplement) be and it is hereby repealed
and reenacted, with amendments, to read as follows:

Article 85A — Sedition and Subversive Activities

14.

Reasonable grounds on all the evidence to believe
that any person is a subversive person, as defined in
this article, shall be cause for discharge from any
appointive office or other position of profit or trust in
the government of or in the administration of the
business of this State, or of any county, municipality or
other political subdivision of this State, or any agency
thereof. The State Commissioner of Personnel and the
civil service commission of Baltimore shall, by
appropriate rules or regulations, prescribe that persons
charged with being subversive persons, as defined in this
