and it is hereby repealed and reenacted, with amendments,
to read as follows:

Article 66D — Maryland—National Capital Park and
Planning Commission

8-105.

(b)   Whenever any appeal is taken, a copy thereof
shall be served on the district council in the manner
provided in Rule B2 (c) of the Maryland Rules of
Procedure, and the district council shall promptly give
notice of the appeal to all parties to the proceeding
before it and, within 30 days after the filing of the
appeal, shall file with the courts the originals or
certified copies of all papers and evidence presented to
the council in the proceeding before it, together with a
copy of its opinion and resolution deciding the
application. Any party to the proceedings in the circuit
court aggrieved by the decision of the court may appeal
from the decision to the Court of SPECIAL Appeals. The
review proceedings provided by this section are
exclusive.

SECTION 16. AND BE IT FURTHER ENACTED, That Section
39(c) of Article 73B — Pensions, of the Annotated Code of
Maryland (1970 Replacement Volume and 1975 Supplement) be
and it is hereby repealed and reenacted, with amendments,
to read as follows:

Article 73B — Pensions

39.

(c)    Any political subdivision which shall feel
aggrieved by the decision or action of the State Agency
may appeal from such decision or action of said State
Agency to the circuit court of the county in which its
principal office is located, or if located in Baltimore
City, to the Superior Court of Baltimore City, for the
purpose of having the decision or action of the State
Agency reviewed. An appeal may be taken from the
decision of the circuit court or the superior court to
the Court of SPECIAL Appeals by any party to the
proceeding. The State Agency may stay its action
pending the determination of the appeal.

SECTION 17. AND BE IT FURTHER ENACTED, That Section
12(b) of Article 77 — Public Education, of the Annotated
Code of Maryland (1975 Replacement Volume and 1975
Supplement) be and it is hereby repealed and reenacted,
with amendments, to read as follows:
