MARYLAND, That Section 8-801(e)(6) of Article 1A -
Aviation, of the Annotated Code of Maryland (1968
Replacement Volume and 1975 Supplement) be and it is
hereby repealed and reenacted, with amendments, to read
as follows:

Article 1A — Aviation

3-801.

(e) (6) An appeal may be taken to the Court of
SPECIAL Appeals [of Maryland] from any decision of the
court of record reviewing the decision of the board of
appeals.

SECTION 2. AND BE IT FURTHER ENACTED, That Section
175(f) of Article 2B - Alcoholic Beverages, of the
Annotated Code of Maryland (1968 Replacement Volume and
1975 Supplement) be and it is hereby repealed and
reenacted, with amendments, to read as follows:

Article 2B — Alcoholic Beverages

175.

(f)   The decision of the court thus given shall be
final and effective at once. No further appeal shall
lie [to the Court of Appeals of the State,] nor shall
there be any other remedy by which the local board's
decision may be reviewed in court, either by way of
mandamus, injunction, certiorari or otherwise. However,
if any judge of the circuit court of any county, or the
Baltimore City Court, shall in any case finally decide a
point of law at variance with any decision previously
rendered by any other judge of the State on the same
question, an appeal may be taken from the decision
rendered to the Court of SPECIAL Appeals [of Maryland].
Any such appeal shall not stay the action of the lower
court. The Court of SPECIAL Appeals shall only decide
the question of law involved in such an appeal and shall
not pass upon any question of fact.

SECTION 3. AND BE IT FURTHER ENACTED, That Section
184 of Article 11 - Banks and Trust Companies, of the
Annotated Code of Maryland (1968 Replacement Volume and
1975 Supplement) be and it is hereby repealed and
reenacted, with amendments, to read as follows:

Article 11 — Banks and Trust Companies

184.

Any person, whose license is revoked or suspended by
the Commissioner as provided in this subtitle, may appeal
to the circuit court, of any county or any law court of
Baltimore City for a review and the overruling of the
said final order of the Commissioner. Upon any such
appeal, the Commissioner shall have the power to stay his
order until the appeal is finally determined. There
shall be a further right of appeal to the Court of
