AN ACT concerning

State and Local Governments — Defense of
Sovereign Immunity

FOR the purpose of providing that the State, and all
units of State government, the counties governed by
county commissioners, and all units of government of
those counties, the chartered counties, and all
units of government of those counties, the code
counties, and all units of government of those
counties, and the municipal corporations, and all
units of government of municipal corporations may
not raise the defense of sovereign immunity in the
courts of this State in an action in contract based
upon certain written contracts, unless otherwise
provided by the laws of Maryland; setting forth
certain exclusions and limitations applicable to
such actions; and requiring that the State, and the
counties and municipal corporations provide adequate
funds for the satisfaction of a final judgment
rendered against them or any of their officers,
departments, boards, agencies, commissions, and
other units of government in such actions in
contract.
