SECTION 2. AND BE IT FURTHER ENACTED, That Section

3 of Article 32A - Department of Law, of the Annotated
Code of Maryland (1971 Replacement Volume and 1975
Supplement) be and it is hereby repealed.

SECTION 3. AND BE IT FURTHER ENACTED, That Section

4 of Article 64A — Merit System, of the Annotated Code of
Maryland (1972 Replacement Volume and 1975 Supplement) be
and it is hereby repealed and reenacted, with amendments,
to read as follows:

Article 64A - Merit System

4.

The following positions and places shall not be
included in the classified service, namely:         All

employees of the State Board of Cosmetologists, including
the secretary, chief inspector, inspectors and

investigators, but not including the principal clerk, the
senior stenographer, the typist, and the two clerks; the
credential secretary and statistician of the State
Department of Education; [the special attorney for the
State Accident Fund attached to the Attorney General's
office and employed by the Workmen's Compensation
Commission;] the assistant wardens, assistant deputy
wardens, chaplains and consulting physicians employed by
the Maryland House of Correction; the physicians employed
by the State Insurance Department; all employees of the
State Library; the physicians on the staff of the State
Teachers' College at Towson; the assistant wardens,
consulting physicians and chaplains of the Maryland
Penitentiary; the shorthand reporter of the Public
Service Commission; the archival assistants, manuscript
repairer's assistants, general assistants, secretaries,
janitors, watchmen and other employees of the Hall of
Records; all employees of the State Roads Commission
taken into the merit system by executive order on or
about January 1, 1939, including among others the
following: The chief engineer, consulting engineers,
workmen's        compensation        administrators,         workmen's

compensation investigators and sign permit inspectors;
and the chief supervisor of assessments and all assistant
State supervisors of assessments appointed after June
1, 1957, by the State Tax Commission.

SECTION 4. AND BE IT FURTHER ENACTED, That Section
3B of Article 89B - State Roads, of the Annotated Code of
Maryland (1969 Replacement Volume and 1975 Supplement) be
and it is hereby repealed and reenacted, with amendments,
to read as follows:
