Financing Fund and its creation and allocation,
granting of a public contribution for primary and
general elections, and penalties for violations,
limiting who may receive a public contribution to
certain offices, providing new means of raising
revenue for the Fund through tax check-offs and
voluntary contributions, providing for the
continuation of the Task Force to Study Campaign
Financing, delaying the commencement of the powers
and duties of the Commission, providing a review of
the operation of the Act, making stylistic
corrections, and relating generally to the reform of
elections through the limiting of campaign
contributions and the voluntary and partial public
financing of campaigns.
