Notwithstanding the provisions of any other
law, $20,738,347 of the General Fund appro-
priation herein authorized may be trans-
ferred by approved budget amendment to the
various salary and wage accounts of the
departments, agencies, boards and commissions
of the executive, legislative, and judicial
branches of State government, including
those positions set out under Article 15A,
Sec. 20(c), for the purpose of implementing
the statewide salary adjustment. In addition,
$180,113 of the General Fund appropriation here-
in authorized may be transferred to the salary
and wage accounts of the Department of Juvenile
Services within the Department of Health
and Mental Hygiene for implementing the
deferred salary adjustments recommended in
the Annual Salary Review for Fiscal Year
1975.

From Special and Federal
Funds, for payments required
as a result of salary adjust-
ments. Authorization is here-
by granted to use Special and
Federal Funds for this pur-
pose, in the amount of
$13,945,667 to be payable out
of revenues and grants which
are the source of funds for
the payment of budget appro-
priations payable out of
Special and Federal Funds;
this amount being estimated
and it being the intent that
the actual amount, whether it
be more or less, shall be made
available in allocating by
budget amendment to the vari-
ous State agencies the amounts
necessary to supplement the
appropriations.
