THE COUNTY COMMISSIONERS. HOWEVER, THE SALARY OF A
PRESENTLY EMPLOYED PERSON MAY NOT BE LOWERED.

(h) The Board shall submit to the County
Commissioners an annual report of its activities,
together with recommendations for further activities and
development of the county recreation program. An annual
budget shall be submitted to the County Commissioners [by
March 1 of] each year. [A certified audit is to be
submitted to the County Commissioners at the end of each
fiscal year.] THE RECORDS OF THE BOARD ARE PUBLIC. THE
COUNTY COMMISSIONERS, OR THEIR AGENTS, SHALL CONDUCT AN
ANNUAL AUDIT OF THE BOOKS AND RECORDS OF THE BOARD.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1975.

AN ACT concerning

Uniform Controlled Dangerous Substances Act — Marihuana

FOR the purpose of clarifying the definition of marihuana
as it appears in the Uniform Controlled Dangerous
Substances Act; and making certain technical changes
to the language of the Code.

BY repealing and re—enacting, with amendments,

Article 27 — Crimes and Punishments

Section 277(o)

Preamble

There has been some debate, confusion    and

misunderstanding of the definition of "marihuana"    as

expressed in Section 277(o) of Article 27 of     the
Annotated Code of Maryland.

Scientific authorities disagree among themselves as
to the proper taxonomic classification of marihuana.
