alteration, reconstruction, moving and demolition of such
structures, their appurtenances and environmental
settings within their respective limits. Hereafter in
this subtitle such counties and municipal corporations
are referred to as "county" or "counties" or "municipal
corporation" as the case may be. The word "structure" as
used in this subtitle means a combination of material to
form a construction that is stable; including among other
things, buildings, stadiums, reviewing stands, platforms,
stagings, [[observations]] OBSERVATION towers, radio

towers, water tanks and towers, trestles, piers, paving,

bulkheads, wharves, sheds, coal bins, shelters, fences
and display, signs; the term "structure" shall also
include natural land formations; the term "structure"
shall be construed as if followed by the words "or part
thereof." The words "appurtenances and environmental
settings" shall include, but not be limited to walkways
and driveways (whether paved or not), trees, landscaping.

word "structure" shall be determined to include the words
"appurtenances and environmental settings."

SECTION [[3]] 4. AND BE IT FURTHER ENACTED, That
any ordinance or local law in effect prior to the
effective date of this Act, creating and empowering a
historic district commission or similar body, by whatever
name known, shall continue in effect and be deemed valid
for all purposes according to its terms, and nothing in
this Act shall have the effect of invalidating any act or
proceedings of any historic district commission or
similar body, by whatever name known, completed or
commenced prior to the effective date hereof.

SECTION 5. AND BE IT FURTHER ENACTED, That insofar
as the provisions of this Act may be inconsistent with or
contrary to the provisions of the Maryland—Washington
Regional District Act, as enacted by Chapter 780 of the
Acts of 1959 and any amendments thereto, the provisions
of this Act shall have no application so long as such
District Act is in force and effect and nothing contained
herein shall be deemed or construed to affect the
validity, or operative effect, of said Chapter 780 of the
Acts of 1959 as amended, which established city and
regional planning in Montgomery and Prince George's
counties within the limits of the Maryland —Washington
Regional District as said district is now or shall
hereafter be defined by law.

SECTION [[4]] 6. AND BE IT FURTHER ENACTED, That
this Act shall take effect July 1, 1975.
