2-66. Compensation of Members of the County Council.

The compensation of the members of the County
Council for the performance of public duties under the
Charter of the County shall be eighteen thousand dollars
per annua, beginning on the first Monday in December,
1974 and adjusted annually thereafter on the first Monday
in December by a percentage which is seventy—five percent
of the percentage by which the Consumer Price Index for
the Washington Metropolitan area as of August 31 shall
have changed from the preceding August 31. The
compensation of the President of the County Council shall
be fixed at twenty—five hundred dollars per annum in
excess of the salary of other Council Members.

SECTION 3. severability.

The provisions of this Act are severable, and if any
provision, sentence, clause, section or part thereof is
held illegal, invalid or unconstitutional or inapplicable
to any person or circumstance, such illegality,
invalidity, unconstitutionality, or inapplicability shall
not affect or impair any of the remaining provisions,
sentences, clauses, sections or parts of the Act or their
application to other persons or circumstances. It is
hereby declared to be the legislative intent that this
Act would have been adopted if such illegal, invalid or
unconstitutional provision, sentence, clause, section or
part had not been included therein, and if the person or
circumstances to which the Act or any part thereof is
inapplicable had been specifically exempted therefrom.

SECTION 4. Effective Date.

This Act shall take effect on the 76th day following the
date on which it becomes law.
