COUNTY LOCAL LAWS

The provisions of this Act are severable and if any
provision, sentence, clause, section or part thereof is
held illegal, invalid or unconstitutional or inapplicable
to any person or circumstances, such illegality,
invalidity or unconstitutionality, or inapplicability
shall not affect or impair any of the remaining
provisions, sentences, clauses, sections or parts of the
Act or their application to other persons or
circumstances. It is hereby declared to be the
legislative intent that this Act would have been adopted
if such illegal, invalid or unconstitutional provision,
sentence, clause, section or part had not been included
therein, and if the person or circumstances to which the
Act or any part thereof is inapplicable had been
specifically exempted therefrom.

SECTION 3. Effective date.

This Act shall take effect on the 76th day following
the date on which it becomes law.

AN ACT to add a new Section 31-48A, title "Parking
Permit Areas," to Chapter 31, title "Motor Vehicles and
Traffic," Montgomery County Code 1972, as amended, to
follow immediately after Section 31—48 thereof; to
authorize the County Executive to designate certain areas
in the County in which parking would be by permit only;
to set forth the criteria and procedure for the
establishment of such areas; to provide for the posting
of signs and issuance of permits for parking in such
areas; to authorize the County Executive to establish
written regulations to implement the provisions of this
Act; to state findings by the County Council; and to
provide penalties for violation of this Act.

BE IT ENACTED BY THE COUNTY COUNCIL FOR MONTGOMERY
COUNTY, MARYLAND, That

Sec. 1. A new Section 31—48A, title "Parking Permit
Areas," is hereby added to Chapter 31, title "Motor
Vehicles and Traffic," of the Montgomery County Code
1972, as amended, to follow immediately after Section
31—48 thereof, and to read as follows:
