COUNTY LOCAL LAWS

The provisions of this Act are severable and if any
provision, sentence, clause, section or part thereof is
held illegal, invalid or unconstitutional or inapplicable
to any person or circumstances, such illegality,
invalidity or unconstitutionality, or inapplicability
shall not affect or impair any of the remaining
provisions, sentences, clauses, sections or parts of this
Act or their application to other persons or
circumstances. It is hereby declared to be the
legislative intent that this Act would have been adopted
if such illegal, invalid or unconstitutional provision,
sentence, clause, section or part had not been included
therein, and if the person or circumstances to which the
Act or any part thereof is inapplicable had been
specifically exempted therefrom.

Sec. 3. Effective date.

This Act shall take effect on the 76th day following
the date on which it becomes law.

AN ACT to add to the Montgomery County Code 1972 a
new Chapter 41A, title "Rent Relief in lieu of tax
credits" to follow immediately after Chapter 41 thereof,
to establish, pursuant to authority granted under Chapter
871, Laws of Maryland 1973, a system of rent relief in
lieu of tax credits in the form of grants for certain
tenants in Montgomery County on the basis of income and
age or disability; to specify the nature and amount of
such grants; to set forth eligibility requirements for
such grants; to prescribe the procedure for application
for and administration of such grants; to define words
and phrases for the purposes of this Chapter; and to
provide penalties for the filing of false or fraudulent
claims, reports or statements hereunder.

BE IT ENACTED BY THE COUNTY COUNCIL FOR MONTGOMERY
COUNTY, MARYLAND, that -

Sec. 1. There is hereby added to the Montgomery
County Code 1972 a new Chapter 41A, title "Rent Relief in
lieu of tax credits", to follow immediately after Chapter
41 thereof, and to read as follows:
